Can a manager be forced to leave a comment when using a manual overall rating

Content

We are setting up performance templates to show a calculated overall rating, but also give the managers the ability to enter a manual overall rating.  Is it possible to force the managers to leave a comment if the manual rating does not equal the calculated overall rating?
