Customization:Timecard layout field changes not showing up when Sandbox is set active for another Us

Change to the timecard layout field changes in a sandbox doesnot show up when the sandbox is set as active for another user

Hi

We have done customization on timecard layout(rearranging field width of columns like Project, Task, Exp type) by activating a sandbox from User A. The sandbox is not published, to test this  changes we want to set this sandbox active for another user B and check if the changes show up. The changes done are not showing up for the User B.  Are we missing anything? 

We would also like to know does timecard layout customizations have any other logged in user preferences which override the customizations done at a site or layout level.
