Workflow for One Time Special Bonus

Summary

We would like to create a workflow to request a one time payment on an employee. Is this possible without a Compensation Plan?

In reviewing Oracle HCM, it appears that workflows can be set up for the payment of bonuses but only if they are part of a compensation plan.  Has anyone ever set up a workflow to request a one time payment that will be sent to Payroll after the proper approvals have been made?
