Converting a Contingent Worker to FTE Issue

Need help vetting implications of creating a new employee record versus convertingContent
My organization is in the process of adding functionality to allow contingent workers (consultants) within Oracle Cloud. We have found a bug which is impacting the interfaces/process of converting a contingent worker to an employee. As a proposed workaround our SI is recommending that instead of converting the employee record we instead terminate the contingent worker record and create a new employee record. We acknowledge the limitation and need of alternate corporate email addresses but are hoping to verify if anyone else has successfully done this and if any negative implications were experienced?
