Need Absence Accrual solution urgently

We have a requirement initially to pull time data for a person and accrual sick leave based on the hours worked. PFB logic

1.person works 40 hours per week then accrual 1 hr of sick leave

2.person works 60 hours per week then accrual1.5 hrs of sick leave

Now the problem with this approach was building a fast formula but the formula is unable to read specific time card values it just reads the bulk time card values and hence the solution is not robust. Formula does not work 100% correctly.

Now coming soon we have 50 people whose time and absence is going to be managed in HCM. Now I need following things
