Fast Formula to calculate Overall Rating.

There is a requirement to adjust overall all rating (Goals & Comp) section

Content

I need to write a fast formula to accommodate the condition for  overall rating of (Goal & Comp) section. Like If the overall rating will be 1.1 to 1.4 so FF will change it to 1.

We have ranges for performance rating so need to write fast formula.

 

Pls suggest or provide fast formula with formula type.
