cannot create talent pool inside succession plans

Hi All,

We are in 19D and have responsive page enabled, when we navigate to My Client Group -->   Succession Plans, we do not see the option to create any talent pool.

Would also like to check how to see the succession plan graph that used to appear as shown in the image.

 

P.S. When we disable responsive page, we see the option to create talent pool and also see succession plan graph.
