Unable to move a Performance Document Forward or Back a Task

In the new UI, when the Move Forward and Back Task options are grayed out.

We have moved to the new UI for Performance and I need to move a document back a step.  It's currently with the manager, but those options are grayed out for me.  Is there a duty or a administrator profile that needs to be turned on in order to access this functionality.  Screenshot is my current view in the Performance Document task.
