Looking to see how we can remove REJECT from our email notifications

For Goals Approval - We have personalised the notifications in the bell notification to disallow rejection and Now I would like to remove Reject from the email notification.   Has anyone been able to accomplish this ?   Clicking on the Reject button, does not do anything but it is mis-leading to even have it there.   

Please share.   see attachment
