Can't transfer document to particular manager

Hi, all,

I'm trying to transfer an in progress performance document to a particular manger and he doesn't appear in the list of employees to transfer to. I believe the feedback issue is fixed in 19D but I did delete his feedback on the document, in case that was the issue but he still doesn't appear. I've tried searching by multiple parameters and no luck. I can transfer the document to a different manager, but this guy just doesn't show. I ran the update person keyword on him plus the refresh manager hierarchy (just in case) and even did a 'correction' to
