As HR Admin can I create an Organization goal for a Manager?

Our Managers are not going to log into Cloud Talent, and add an Organization goal for their organization.  Good or bad, they are going to expect HR to do it for them.  As HR Admin can I create an Organization goal for a Manager?  Can I identify which Manager I want then create the Organization goal for them so it cascades down through their entire staff?

Any and all help and suggestions are greatly appreciated.
