Goal plan not assigned although person type is in eligiblity profile

I have set up an eligiblity profile for a goal plan. In the eligiblity profile a.o. the person types 'Employee' and 'Trainee' are included. We ran the Assign Goal Plan process and the goal plan was assigned to employees but not to trainees. In the setup everything seems to be fine, but I am probably overlooking something. Any idea what might cause this?
