No access to Manage Absence Records in Person Mgmt

No access to Manage Absence Records

We just started using absence mgmt. We only want our HR users/specialists to access the Manage Absence Records pages. However, it does not show on the tasks pane in Person Managment. If we try to enable using sandbox it does not allow us via page customization.

We then tried to enable via structes and enabled the Manage Absence records quick action under My Workforce. The quick action shows but when we click on it it just gives us a general error. Seems like we may be missing some sort of security privileges?
