Suggestions for a solution with multiple absence plans under single absence type

Requirement:
1. Annual leave which allows 32 hours of negative balance and is accrued incrementally.
2. There is purchased leave which is adjusted manually and is a front loaded plan.
3. Sequence in which the leave should be deducted
- Annual Leave balance is deducted to 0
- Purchased Leave balance is deducted to 0
- Annual Leave balance is deducted to a negative threshold depending on the countries requirements
What we initially setup was to have 2 plans annual leave with 32 hours negative and purchased leave and add both the plans to a single absence type with Annual leave as priority 1 and purchased leave as priority 2.
