We just enabled the responsive goals pages a couple of weeks ago for the launch of our 2020 goal setting cycle.  We have never used goal approvals, and still don't.   However we have received reports from two different employees today that indicates that some sort of approval is happening with them.  For one employee, she claims she saw a "submit" button (instead of Save), and since hitting that, she can't edit anything on her goal plan.  She received a notification that her goal plan was sent for approval, though her manager does not have any notifications requesting an approval.
