Limit the Goal 'Category' weights

Hi,

Employee Goal plan 2019, We have 3 categories -
1. Business Unit
2. Compliance-Risk
3. Employee Behaviors or Leadership Expectations

Is there a possibility of limiting the weights by Goal Category
a. Business Unit (55%)
b. Compliance-Risk (20%)
c. Employee Behaviors or Leadership Expectations (25%)

The preferences is that employees will create goals in each of the above categories and that each of those categories will be limited to the percentage shown.
Currently, Goal weights are free text and can be change to 0% to 100%. how can we control based on Goal category.
