Project Time card approval not being triggered after load through OIC

Hi All,

We are facing issue on Project Time Card Approval for Time Records created through mass upload by OIC.

We have loaded Time Record for 2 employees for a week through OIC. It successfully created the record and showing in 'Submitted' status, but no workflow is being triggered for those records. 

Whereas if we are creating from Time Management it is generating the required Project Time Card Approval workflow. 

Please let me know if there is any reason for this application behavior.
