Employees Can't Edit Goals During Year-End Review

Hello, we are currently going through year-end performance reviews for 2019. Several employees have reported that they are trying to edit their goals but can't - the goals are grayed out and it's not possible to edit. For reference, these employees all completed their Worker Self Evaluation, then submitted to Manager Review. Their managers then returned the documents to the Worker Self Evaluation step and requested changes to the goals, which the employees are unable to do. Why are the goal plans locked and how can the employees update their goals?
