Old rate value is getting captured when Evaluating life event.

Summary

New hire life event was added and enrollment window is started 1 month later but the rates that is used are the old rates.

Example: The EE was hired at 6/18/2019 and the life event was detected 6/18/2019 but reported and has a status date of 7/19/2019. The enrollment window would start at 7/19/2019 as following the configuration of the program.

The rate that is being used by a certain plan is updated by 6/26/2019. When the elections are submitted the old value of the rate is showing.
