Employee is not able to view approved goals

Summary

Manager sees "Approval Pending" status despite having already approved goals, Employee does not see approved goals at all in his view; Admin does not see approved goals.

Manager sees "Approval Pending" status despite having already approved goals, Employee does not see approved goals at all in his view; Admin does not see approved goals. Worklist notification and transaction console show the goal has already been approved. Screen shots attached. We have an SR open with Oracle, wondering if anyone else is having this issue and if there is any workaround.
