Pending Action Items in RUI

How do you add a beneficiary if it is listed as pending action items in RUI

We are in the process of implementing RUI and I am doing some testing prior to user acceptance.  I have a pending action item to add a beneficiary.  How does the administrator add a beneficiary?  I can add the beneficiary if I log in as the employee but sometimes, the admin needs to do that on behalf of the employee.  It appears that Beneficiaries Edit/Add button missing in Action Items. Do I need to add?
