Is there a way to either keep it blank or change the default to Average.

Hi 

 

For a goal plan added for employee, when I first open to any goal, the "Measure Calculation Rule" is defaulted to Sum and user needs to change it to Average manually. 

Is there a way to either keep it blank or change the default to Average only for goals pages.
