Allow workers to update key attributes

Assigning empty goal plan is best for my requirement but even if we can have the flag unchecked by HR itself, it will be OK.

Hi

I understand that an empty Goal plan cannot be assigned to an employee. Atleast when I tried assigning an empty goal plan, I cannot search for this goal plan for the employee in question. Is there a way to assign empty Goal plan ?

The issue I face is that "Allow workers to update key attributes" is not available for the HR when they create a goal in Goal Library page. We want to UNCHECK this flag. But when the manager opens the goal plan for his direct report and select this goal for updates, the field "Allow workers to update key attributes" is visible with checkbox selected and grayed so the manager cannot uncheck the flag.
