Direct reports not displayed under manager when adding Anytime Document

Anytime document is enabled and manager cannot see direct reports to assign the document

Has anyone run into this scenario?

Add Anytime document is enabled and manager has the correct role. Manager does not see direct reports when trying to Add Anytime document. Search function is not bringing back results.

This feature used to work and seems to have been disabled after a recent patch. This is using the Classic UI.
