Check In not available for Manager to complete

Manager is trying to create a check in for an employee but the option is not available

We have setup a check in template for periodic check ins that never expires.  We have a manager trying to complete a check in on an employee but doesn't have the option to add when she goes tot he Check in Document page for her employee.  Is there a process I need to run to pick up employees who have had a change in manager?  What needs to be done to enable this manager to do a check in?  We are able to do check ins on other employees.
