Need to set up New Hires to be required to choose out of the Default Medical/Dental Plan

Our New Hires currently default to Waive for Medical and Dental coverage, however there have been several instances where they wanted to pick a plan.  Our fix for this is to create a new Plan of "No Coverage Elected" with the Option of "Select Plan Below".  Anyone with a New Hire Life Event would be defaulted to this Option of "Select Option Below".  Then we were going to have a Post Election Fast Formula that would give them an error if they did not choose out of the Default Option and we would attach this Post Election Formula to the
