Cloud Benefits 20A - Add Beneficiary Life event - "Enrollment Rules" and "Default Enrollment Rules"?

We need to choose the correct rules to Add a Beneficiary, for Basic Life and for Voluntary Life.  We need to allow employees to add Beneficiaries, but not to change their Coverage.
