How to change column value sequence and have a label for OTBI Pivot reports?

I have created an OTBI report with pivot output. On left side is the desired output and on the right is the current output.

i am looking to modify couple of things:

1) How to insert the label (Average Salary Increase %) at the top?

2) I did like to have 3Minus first followed by 3 and 3 Plus in output.

Appreciate your help.
