Different Flex Credits for different Unions

I need any help/suggestions with a not-straightforward (with my limited knowledge of flex credits) flex credit configuration. We have the following requirement:
| Union | Credit Pool | Amount |
|---|---|---|
| A | CP1 | $250 (Medical only) |
| A | CP2 | $600 (All Health plans including Medical) |
| B | CP1 | $350 (Medical Only) |
| B | CP2 | $700 (All Health plans including Medical) |
| C | CP1 | $450 (Medical Only) |
| C | CP2 | $800 (All Health plans including Medical) |
To set up the credit pools, is the best way to use a "Calculate for Enrollment" fast formula to allocate different flex credits for different Unions? Or any other ways to accomplish the above, please?
