Issue Description: No option to edit default coverage for open enrollment in responsive Benefit Service Center page. The only option is to Edit option against US Benefit program in View Enrollment page and update enrollment period end date and processing period end date and then go back to update enrollment but this will also open the enrollment window to employees.
