Absence Type that can start on the public holiday

Summary

One Absence Type considers public holiday as absence day, so writing absence type duration I am able to include these days, but system does not allow this leave type to start on the public holiday.

One Absence Type considers public holiday as absence day, so writing absence type duration formula, I am able to include these days as absence days, but system does not allow this leave type to start/end on the public holiday.

Is there anyway to allow this ? 

System gives below error. 

Error: The absence date must be a scheduled work day. (ANC-3405004)
