People with documents waiting to be approved

People with documents waiting to be approved - always shows 0

Employee uploads the document and it goes to the Benefit Admin for Approval. 

Howe ever In the Benefit Service -> My Dashboard -> People with documents waiting to be approved is not getting populated, always shows zero, in-spite the Area of responsibility is assigned to the respective Benefit Admin.
