Comp statement not loading before signature of approval in My Personal Information>Compensation

When I go to acknowledge and submit approval of a compensation statement for an employee, when I click on the compensation statement link, it does not open a document, it asks me to sign first. Once I acknowledge for approval, i am taken back to the my personal information>compensation screen, and am able to click the link again, finally downloading the PDF comp statement. 

This statement needs to be seen before signature. Why would the compensation statement not download when initially clicking on the link?
