Life Events goes to processed status from detected even before evaluating

Life Events goes to processed status even before evaluating just after detected

Plans and Program are set to be Automatic enrolled and the Enrollment Rule is Current - nothing; new - assign automatically. When a life event is detected it automatically goes to processed status and some times it is not. Even though it is set to be automatically enrolled we need to evaluate to be processed it after detecting. Isn't it ? Can not find why it  is processing.
