How to Hide HR Admin Talent Review Menu Options?

Our business area does not want HR admins to be able to reopen meetings once they're submitted/completed (see screenshot below).  I can't figure out how to hide the menu option in Page Composer.  Has anyone been successful at doing this in the responsive pages?  Any guidance would be appreciated.
