Mass upload of goals in 20B

Hi All,

In earlier releases we used to navigate through Administer Goals to get option for Mass upload but as I have logged in as HR no such option is available. I have referred 20B 'Using Goal Management' guide it still states the Administer Goal path. 

Suggest if I am missing any setup or I need to enable this using page personalization as stated in https://cloudcustomerconnect.oracle.com/posts/f0c093afff
