Unable to edit Incidents as an EHS Manager within Workforce Health and Safety

Summary

I have followed all configuration steps and added the EHS Manager role to my user, but when I go to update/manage Incident the Edit buttons are all missing

I have followed all configuration steps and added the EHS Manager role to my user and run the Import User Roles process, but when I go to update/manage an Incident I just created as a test employee the Edit buttons are all missing. I also tried to regenerate the security grant in Manage Data Roles and Security Profiles, but the role is predefined and I get a "Remote Region" error screen when I try to edit it.
