Add button is disabled after withdraw a not approve goal

Hi All,

I have added a goal as an employee, and then it goes to line manager, and line manager request for more information, then it back to the employee.

Now employee try to withdraw the goal that is not approved when employee click on withdraw and page to goal page I found that add goal button is disabled.

Then I clicked on the home button and again go to Goal page then I found that again it's asking for submit the goal for approval.
