Can Workforce Compensation module independently of HCM

Hello,

Quick question for Workforce Compensation experts... we have some colleagues who are not yet migrated to HCM yet keen to use the Workforce Compensation, is it possible to do this by importing colleagues or do we need to need to have assignment and salary records in HCM core HR as a pre-requisite?
