Goal Approvals and the Worklist

Can Goals be approved through the Worklist with the new approval ruleset and how to auto approve new rules with a rule?

I have just setup the approval ruleset for our performance goals.  It seems to work ok except we really don't want new goals to be approved and it appears they are auto approving, however, the new goal appears to be routed through approval but then when you go back to Goals it is approved.  Is there anyway to make that not happen?

Also, can Goals be approved through the Worklist?  It did not appear that goals could be approved in the Worklist.  Is this no longer an option?
