Using different HR Extraction Date than end of Performance Cycle

Our Performance Cycle ends on 3/31 of each year.  If you are hired after that date, you are not eligible for a merit increase that year.  For that reason, we use an HR Extraction Date of 3/31 in our cycle dates so as not to pull anyone hired on or after April 1.  Is there a way to use an HR Extraction Date of 6/30, but exclude all employees with a hire date larger than 3/31?
