Suppress 'Add Absence' card for specific population

We are using 20A and are preparing to roll out the absence module RUI.  Our non-exempt associates request their time through another software, but they are able to review balances in Oracle.  Therefore, we need to remove the ability for non-exempt associates to submit time in Oracle while keeping the balances available.  We have removed the add an absence functionality from the actions tab on the balance page; we want to remove the "Add Absence" card/quick link via expression for this population but cannot find the Navigation Structure item to do so.  How can we remove this card from certain users
