Competencies from Skills and Qualifications vs Performance document

Hello,

Are the competencies entered in Skills and Qualifications supposed to import to the competencies in the Performance document and vice-versa? Ours are not able to sync up. There is an Actions button to update competencies but that doesn't seem to do anything. Any thoughts?
