Performance rating based on each goal weight

Hi,

We have requirement wherein, we want weight of each goal ,its completion and rating to be taken into consideration in the performance rating model and eventually application calculates rating triangulating goals weight , its completion so its fair distribution of rating.

Any inputs would be helpful.
