Attempting to restrict plan access across different compensation administrators

Hi All

Looking for some clarity if possible.

Our requirement is to restrict access to compensation plans for different compensation administrators across the business. My understanding is that any roles that I apply under configure plan access would help me achive this but this does not seem to be working?

When I add the roles to configure plan access other administrators who do not have these roles can still see the plans under the administrator functions workforce compensation plans and active plans which I would not expect.

For information the plan has been created by an administrator higher in the organization hiearchy, and we therefore do not wish administrators lower in the organization to see this. The plan is not yet active and cycle has not started, but again we do not wish the lower level administrator to view it even before activation.
