Error when processing QMSCO life event (BEN-990483)

Summary

I'm receiving an error that does not seem to be related to QMSCO life event. EE is currently waived Medical but when I evaluate QMSCO life event I receive BEN-990483 error.

Employee's current Medical enrollment is Waive, however, when I evaluate QMSCO life event I receive the following error:

The total enrolled 3 plans exceed the maximum 1 plans allowed within plan type Medical. (BEN-990483)
Reduce the number of plan selections. The user made selections to enroll in more plans within this plan type than is specified by the plan design configuration maximum number of plans.
