Evaluation section not enabled in performance document

Hello experts,

I have configured a performance evaluation template.

However, manager cannot evaluate the performance document as the star ratings are not enabled even if I have included them in performance document. However, they can type comments. How can I enable the rating star?

What could it depend on?
