Update Job profile with startdate for Competency

How can we enter a start date for a Competency in a Job- or Position profile

We have an issue with Competencies presented in the Review document. When we add competencies during the review period (e.g. April-March) the update function in the Review document works fine, if we add a competency outside this period it will not effect the document, because as default the start date of the competency is the actual sysdate.

Deletion of a competency will always act correct using update.

Is there a way to enable the Start- and/or Enddate for a competency in the Profile Section?
