What is 'Competencies Section Name'?

While creating Performance Template Sections > and select Section Type: Profile Type, a new mandatory file displayed (Competencies Section Name) with Empty List of Values? I need to know the use of this field and why this LOV is empty, is this lookup of something else.

Please check the highlighted part of the attached screenshot.
