Employee not able to see Add/edit/Action button on Goal Page

Hi All,

In Goal Page (Me > Career and performance > Goal) Few employees are not able to see Add, edit , action button.

Moreover I observed that those employees which are showing pending for approval in Pending Goal Page are having this issue. When I Try to approve the transaction from Pending Goal page it throws below error - 

The goal couldn't be updated because its status is either pending approval or requires approval. (HRG-3120296)
Contact an HR specialist to approve the goal, and then try again.
